After coming back from Britain, he was also earnestly engaged in overthrowing the Tokugawa shogunate. After the Meiji Restoration, he was employed as Sanyo. In 1879 he became Gaimukyo to promote Europeanization. In 1885 he became Minister of Foreign Affairs in the first Ito Cabinet and he held important Cabinet ministers such as the Minister of Home Affairs and the Minister of Finance. He also played an important role in the business world.
